Most HOA governing documents are a legal achievement and a communication failure. They are thorough, defensible, and completely unreadable. Writing community rules that residents actually follow requires clarity, context, and consistency. Clarity means writing in plain English. Supplement your formal documents with a plain-language summary that answers the questions residents actually ask.
Context means explaining why rules exist. "No parking in the fire lane" is obvious. "No landscaping changes without board approval" is not. When residents understand that a rule exists to protect shared aesthetics and resale value — not to control them personally — they are more likely to comply voluntarily.
